How you pay
Claude Code comes with Claude Pro ($20/month), Max (from $100/month) and Team seats, or runs on an API account billed per token.
Copilot has Free, Pro ($10/month), Pro+ ($39), a new Max plan ($100), Business ($19 per seat) and Enterprise ($39 per seat). Since June 1, 2026, paid plans include a monthly allowance of GitHub AI Credits instead of premium requests; annual subscribers who stayed on the old model are billed under the legacy request pricing.
The instruction files each one loads
Claude Code loads CLAUDE.md from your project and parent folders at the start of every session, a user-level file in ~/.claude, and rules in .claude/rules/. It also reads AGENTS.md when no CLAUDE.md exists.
Copilot reads .github/copilot-instructions.md, path-scoped files in .github/instructions/, and AGENTS.md anywhere in the repo (the nearest one wins). It also accepts a single CLAUDE.md or GEMINI.md at the repo root — so a repository already set up for Claude Code gives Copilot its instructions too.
Which to choose
Copilot fits teams that live in GitHub and want completions, review and a cloud agent under one seat price with a choice of models. Claude Code fits developers who want a terminal agent built around Anthropic's models. Because Copilot reads CLAUDE.md and AGENTS.md, running both from one instruction file is straightforward — and a bloated file costs you in both.
